
一、Governance Model
Dual headquarters system: • China Headquarters (Hong Kong): Responsible for strategic coordination, policy research, and member development in the Asian region; • European headquarters (Budapest): responsible for daily operations, project implementation, and international cooperation in the European region. • Global Council:The highest authority, co chaired by a Chinese representative and a European representative, is responsible for strategic decision-making, charter formulation, and major project approval.

1. Global Council • Function: Develop development strategies, review major projects and budgets. • Composition: One President from China and one President from Europe, with representatives from strategic members and core partners forming the committee. 2. Executive Secretariat • As a permanent operating organization, responsible for implementing the decisions of the Global Committee. • Established in Budapest and Hong Kong, maintaining linkage and division of labor. 3.Functional Departments The original "specialized center" has been changed to "functional department", reflecting a normalized organizational structure: • Department of International Cooperation • Promote cooperation among governments, associations, and multinational corporations; • Responsible for international conferences, exhibitions, and study tours. • Department of Member Services • Member recruitment and relationship maintenance; • Provide pairing services, information support, and resource sharing. • Department of Policy & Research • Research on industrial policies and trends in China and Europe; • Publish white papers and industry reports. • Department of Legal & Compliance • Provide legal, tax, compliance, and ESG consulting; • Cross border legal advisory support. • Department of Education & Talent Development • Collaboration between talent cultivation and vocational education; • Conduct cross-cultural management courses and training. • Department of Industry & Investment Promotion • Focusing on strategic industries such as new energy, digital economy, and advanced manufacturing; • Promote industrial parks and cross-border investment and financing projects. 4. Regional Chapters • China Branch: Covering various provinces, connecting local enterprises and resources. • European Branch: Covering various countries, combining local policies and industry support to support enterprise development. 5. Industry Committees • Established according to industry direction: new energy, digital economy, advanced manufacturing, financial services, legal compliance, etc; • The chairman is appointed by leading enterprises or experts to promote industry exchanges and standard setting.
